       10月22日，“创享未来” 协同创新影响力(上海)高峰论坛暨2018国际企业孵化器培训班开幕式在中国金融信息中心圆满举行，本次大会由科学技术部火炬高技术产业开发中心、上海市科学技术委员会指导，上海市科技创业中心、上海市张江科学城建设管理办公室联合主办，上海科技企业孵化协会、上海张江高新技术创业服务中心、Techcode太库共同承办，并由上海外国投资促进中心、上海张江企业孵化器、中国金融信息中心、邮储银行上海分行等单位协办合作。 

 

       本次大会设主题演讲、圆桌讨论、IBI开幕、交流对接四大环节，海内外250余名代表参会，就国际科技合作的路径选择与机会分享、企业技术创新与全球商业机会、共性技术平台的全球运维与创新机会、大企业全球业务架构助推初创企业国际化成长等议题进行了充分的交流和互动，为上海科技企业孵化器三十年巡礼添上了浓墨重彩的一笔。

This year witnesses the 30th year of Shanghai Technology Business Incubation and the 21st year of International Workshop on Business Incubation (IBI), which makes us feel inspired and entrusted.

Cooperation is the theme of this Summit. We are all not only active participants in international S&T cooperation, but also the beneficiaries of the full integration of global innovation and entrepreneurship resources. At present, global S&T innovation and entrepreneurship come along with new development trends and features of the time.

 

As we all know, China is building the Belt and Road to help promote the economic prosperity of countries and regions alongside, to strengthen communication and learning among different civilizations, and to promote world peace and development in recent years. STCSM has specifically worked out an Action Plan for One Belt and One Road Technology Innovation Cooperation, which has laid out many specific tasks and plans. 

 

We sincerely invite all of you to actively join in the “Partnership for Possibility” S&T innovation cooperation. Let's face the challenges together and share the innovation-driven fruits.

 

       活动开始，上海市科学技术委员会副主任傅国庆发表致辞，他表示，今年是上海科技孵化事业的而立之年，又逢上海IBI（国际企业孵化器）培训班开启了第二个20年历程，这令人振奋又倍感任重道远。他提及，合作是本次大会的主题；当前全球科技创新合作及创业发展正呈现出新的发展态势和时代特征，这对我们来说既是挑战，也是机遇。上海市科委也专门组织研究制定了《“一带一路”科技创新合作行动计划》，并提出了许多具体任务和计划：如深化科技人文交流，建设一批不同类型的培训中心和培训基地；加强平台建设，共建一批技术转移中心；建设特色园区，鼓励与沿线国家共建科技园区，探索多元化建设模式等等。傅主任真诚邀请与会各界代表积极加入到“创享未来”科技创新的合作中，共同面对困难挑战、共享创新驱动成果。

• There are two dimensions of “China's Speed”. On the one hand, in China, “to be fast” means “to fight”. All startups and services organizations in China are fighting. Fighting requires hard-work and arduous efforts which are certainly good qualities that we should treat them positively and provide good services for these startups and services agencies. On the other hand, fast speed will bring about problems. The core of technology innovation sometimes is not speed but depth, and business breakthroughs are not about fast speed but about precise matching. Therefore, we always focus on improving the quality and efficiency of incubation services. We have realized our shortcomings and have made up our minds to carry on innovation and cooperation. 

 

• To promote cross-border cooperation between enterprises is never an easy job，It involves following difficulties: first, the mindset. For Chinese enterprises, sometimes domestic market itself is big enough and they may not be so eager to explore the overseas markets. Second, market difference. Entering into a new market means high business costs and it often requires strong financial support, while for SMEs, this is not so easy to get. Third, unclear ecosystem. Each country has its own ecosystem to support and promote entrepreneurship; and the differences among these ecosystems cannot be easily matched or transferred from one country to another.

 

• We always encourage easier, more direct and more efficient interactions. Frankly speaking, within such a cross-border incubation network, we can make friends at a relatively low cost; startups can also benefit from the network by being advertised and encouraged; thereby, collaboration and complementation are the core values of the incubation network, and the theme of today’s Forum.

 国际科技合作的路径选择与机会分享丨精彩摘要 

 

        对于“中国式速度”，我想说两点：一方面，在中国对“快”可用另一个字来诠释就是：拼。中国的创业公司，以及所有创业服务机构，都很拼。拼是勤劳、是奋斗，这是美好的品质，我们得正面看待，也要积极服务好他们！另一面，不可否认，快，有时也带来问题，因为技术的创新，有时不在于速度而在于深度，而商业的突破，有时也不在于速度而在于精度。所以，我们一直强调“提质增效”四个字，这表明，我们也坦诚的看到了自己的不足，更表明，我们要扎扎实实开展创新与合作的决心。

 

        推动企业之间的跨境合作是个技术活，它很难。第一：如果本土市场很大，那企业的国际化企图心就不强，这在中国企业群体是普遍存在的问题；第二：探索新市场意味着庞大的商业成本，这对国内外的中小企业来说，绝非易事。第三：各国创新创业生态系统的成熟度不一，所以，很多支撑和资源，很难简单做兑换、或嫁接。

 

        跨境伙伴关系网络好处多多，直言不讳的说，伙伴关系网络首先可以降低交友成本；紧接着，好的网络还能用于激励和宣传我们所服务的企业，帮助他们发展；当然，达成协作和互补，是其核心价值。

 

        我们一直提倡更简单、更直接、更有效的链接！孵化器越来越无限链接了人才、技术、资金、市场等种种要素。随着新兴科技的发展，孵化服务和商业转化的方式效率，都在发生翻天覆地的变化，这个行业，会有很多奇迹发生！

Actively integrating into corporate innovation is an efficient way to carry out international collaborations in the global innovation chain. A local incubator, when it is professionally specializing in certain verticals, will become a bridge to link startups and corporations. Zhangjiang Pharma Engine has actively involved in corporate innovation, the cooperation project with Johnson & Johnson being a good example.

Local technology startups arequite complementary with multinational corporations. The former can providefast and flexible solutions specially designed for the latter. In this respect, Fourier intelligence has its advantages for it has an international team with technologies aiming globally. In return, multinational corporations can provide application scenarios for local startups through open innovation. Therefore, it is necessary to promote mutual integration.

As a pioneer of ERP solutions, SAP strongly committed itself to cross border cooperation due to the objective requirements of the industry. We need to fully localize our solutionsfor clients from different industries or different application scenarios, andthe process of localization is just the process of internalization, in which we need to team up with our partners. Fully cooperation helps us to stay sharptowards practical issues. We also successfully helped the local companies to link with global resources.

基于行业特殊性，生物制药领域涉及临床、认证等环节，有很强的技术门槛和区域市场准入属性，所以国际化程度历来很高——跨国公司进来早且多，本土企业也需实时对标国际标准和技术趋势，以保竞争力。举例来说，药谷的公共研发技术平台让不少外国公司获得了实质的帮助。

Bio-pharmaceutical industryinvolves clinical trials and certification application, which requires high-endtechnologies and strict accesses to regional market, so that it has always beendeveloping in an international context. This industry has brought in quite anumber of multinational corporations at the early stage, which demands thelocal startups to meet international standards and technology requirements intime to stay competitive. For example, Public R&D platform of Pharma Engine has helped many foreign companies to develop fastly in China.

第一点，企业要做国际化，首先要了解为什么你要这样做，目标得明确；第二，成功的模式和做法不能简单照搬，所以理念正确非常重要；最后一个要素是要在当地找到对的人、优秀的合作伙伴，我们这里讲要懂得协作。除此之外还有更多的一些变量，所以计划、灵活性、心理因素都需要具备。

First of all, startups should understand the reasons why they need to internationalize their business; secondly, it is not suitable to simply copy successful ways of operation; last, it is important to find a right, good local partner. Certainly, there are many situations beyond control and therefore you should have a flexible plan and a determined mind.

在全球经济一体化的背景下，能不能一开始就国际对标、加速成长这其实关乎一个创业项目的生命力。傅利叶公司正以非常快的速度进行全球布局，中国创业公司的国际化战略很重要，其与“大企业创新”的结合点也是很多的。

In the context of global economic integration, a startup has to aimglobally at the very early stage in order to keep vitality. Fourier is goingglobal in a very fast pace. It is very important for China’s startups to carryout the strategy of internationalization and there are many ways to cooperatewith corporate innovation.

我想说两点，第一点我们需要建立渠道，我们需要鼓励企业开发战略，找到更多在中国的机会；第二点是关于公司的基因，我来自政府，政府可以学习初创企业的精神，我们如何能够适应这些日益发生变化的技术，我们希望政府要在创新方面也能够起到它应起到的作用。

I want to talk about two things. First is that we should build channels and should encourage the enterprises to develop strategies and to find more opportunities in China. Second is about the nature of companies. I come from the government.We should try to catch up with the fast-changing technologies and we hope the government can play its role in innovation progress.
